Researchers on July 3 set off on a $2.2 million expedition and traveled 1,800 miles by ship from Honolulu to Nikumaroro in the Republic of Kiribati to search for clues to her disappearance in 1937.

"We are returning from Nikumaroro with volumes of new sonar data and hours upon hours of high-definition video," The International Group for Historic Aircraft Recovery said in a statement on Monday.

TIGHAR did not immediately release details about what the sonar data or video might show, and it did not say that any plane wreckage it had sought has been recovered.

Earhart, along with her navigator Fred Noonan, set out to circumnavigate the globe along an equatorial route.

Richard Gillespie, executive director of TIGHAR, has said that he believes Earhart died a castaway in searing hot Nikumaroro, which is 400 miles southeast of the Howland Island destination that Earhart and Noonan had been aiming for when they disappeared. Before radio contact was lost, Earhart had said from the air that her plane was short on fuel.

Gillespie has said evidence found on Nikumaroro in previous expeditions included what appeared to be a bottle of 1930s anti-freckle cream, bits of clothing and human bone fragments, which have led some to believe Earhart and her navigator Fred Noonan may have been marooned on the island.

TIGHAR said on its website that researchers are on their way back to Honolulu after cutting short the expedition due to equipment malfunctions. They spent five days on site, but had planned to be there for 10 days.

Researchers had said they believed Earhart's Lockheed Electra plane could rest in waters off Nikumaroro, where they suspect she survived for weeks or months.

During the five days they spent searching, the crew of expedition ship Niku VII was challenged by the undersea environment, in the form of a craggy reef slope with vertical cliffs stretching down for between 110 feet and 250 feet, the group said on its website.

On July 19, the expedition's blog questioned whether an aircraft that sank 75 years ago could even be found. Not only is the area filled with nooks, crannies and caves, but it is possible the aircraft might have floated away, the group said.

Pat Thrasher, president of TIGHAR, said the Niku VII expedition crew will arrive in Honolulu at the end of this month, at which point Gillespie, who was on the expedition, will be available to answer questions.

Once the crew returns to land, the TIGHAR team will review and analyze the new material. The search for answers to Earhart's disappearance was documented for a Discovery Channel television special set to air on August 19.

I finally said, ?Wait a minute!? There are just three of you!? Sit down, make a list of what needs to get done, and divide up the work.??You?are ?the corporation? so get busy!?

In fairness, the entrepreneur and his partners have big dreams and have a business model that could become a big business someday.? But they will never reach their dreams if they don?t start running their small business the way it needs to be run.

A key advantage that small businesses have is that they?are not?big businesses.

Small businesses can be nimble and can react quickly to customer needs and changes in the market.? Small businesses can continue to be entrepreneurial and seek opportunity.

As the business grows you will need to add some structure, increase the clarity of people?s roles, and put in some processes and procedures.? But all of this should be done judiciously and slowly.

Small businesses that try to act ?big? too quickly run the risk of losing their entrepreneurial culture.? I can tell you from my own experience that once you lose the entrepreneurial spirit in a business, it is very difficult, if not impossible to get it back.

So how do you start to build an organization while still keeping an entrepreneurial culture?

When you delegate, make sure that you don?t just delegate tasks.? You need to delegate the responsibility and the authority to manage the tasks.? Give your employees the ability to make improvements and to react quickly to the market.? Everyone needs to have a sense of ?ownership? of what they do.

When you start to create organizational structure for your business, don?t just create positions and reporting relationships to deal with immediate problems and challenges.? Be intentional about the kind of structure you are building and how it will impact your ability to remain entrepreneurial as a business.? Too much bureaucracy can kill innovation very quickly.

When you start to create processes and procedures ask yourself one question:? Is it critical?? While standardized processes and procedures are important to support a growing business, if overdone they can actually inhibit your ability to grow.

When you own a small business don?t be in such a rush act like a ?big? business.? Your smallness is part of your competitive advantage.? Find the balance between building an organization and maintaining your entrepreneurial culture.

"Key questions about the cause of unintended acceleration remain unanswered," Sen. Charles Grassley, R-Iowa, wrote in a letter to NHTSA Director David Strickland.

Did Toyota get off too easily after it was largely cleared by a pair of investigations looking into the maker?s problems with so-called unintended acceleration?

That?s a possibility being raised by Sen. Chuck Grassley, an Iowa Republican, who has sent a letter to the National Highway Traffic Safety Administration, or NHTSA, questioning the results of two studies conducted for the agencies, in particular one done by NASA that found no evidence of electronic gremlins that might cause Toyota vehicles to race out of control.

?Key questions about the cause of unintended acceleration remain unanswered,? the veteran lawmaker wrote in a letter to NHTSA Director David Strickland.

New Toyota Avalon Hybrid to Hit 40 MPG

?Those questions have been supported by a raft of internal corporate documents also in the hands of TheDetroitBureau.com that suggest Toyota may, in fact, itself be worried that there are still yet unknown issues with some of its products.

Both the NASA study and a second one by the National Academies Science failed to substantiate claims by Toyota critics that the maker?s electronic engine control systems might be the result of Unintended Acceleration ? also known as Sudden Acceleration ? where a vehicle might surge out of control, possibly leading to a collision, injury or even death.

Toyota became enmeshed in a safety scandal when, in October 2009, a California Highway Patrol Officer and three family members were killed when a Lexus they were borrowing raced out of control, skidded off a freeway, crashed and burned.

The maker subsequently recalled 8 million vehicles in a pair of recalls, one targeting so-called ?carpet entrapment,? where loose floor mats could jam the accelerator pedal, and another related to potentially sticker accelerator assemblies.

Late last month, Toyota extended the carpet entrapment recall to include nearly 134,000 additional vehicles, 2010 Lexus RX350 and RX450h crossovers. (For more on that story, Click Here.)

Despite the number of vehicles involved in those two recalls ? which forced Toyota to briefly shut down some of its main assembly plants while waiting for the necessary replacement parts ? critics of the maker insisted it had not addressed the major problem.? But experts, including some on the NASA panel, also warned that it could prove near-impossible to track electronic gremlins that might only occur sporadically and then vanish without a trace.

Some pointed to a phenomenon known as ?tin whiskers,? in which nano-sized threads have been known to grow at key junction points on electronic circuit boards. ?Such a possibility was raised repeatedly in the 177-page NASA report.

Wild, Weird and Wacky Street Signs Contest

?This is a serious issue,? Grassley wrote in his letter to NHTSA?s Strickland, asking how often and how far it has been pursued.

Traditionally known for its seeming bulletproof reliability, Toyota took some unexpected shots as a result of the 2009-10 crisis ? which saw key executives including CEO Akio Toyoda grilled by Congress and led to record fines for failing to respond to the sticky accelerator problem in a timely manner, as required by law.

The safety agency took some punishment of its own, however as a result of the Toyota scandal. Internal corporate documents showed that NHTSA went easy on Toyota by allowing it to avoid an earlier recall that saved the carmaker millions of dollars.? That was a key reason Strickland agreed to empower two independent studies of Toyota?s Unintended Acceleration problems.

In the end, both NASA and the NAS attributed the vast majority of reported runaway car incidents ? those not clearly linked to carpet entrapment or sticky accelerators ? to driver error. In many cases that was backed up by evidence showing that, in one instance, a motorist mistakenly pressed down so hard on the gas pedal, rather than the brake, that it bent.

Fun Family Games - Hendrix Pablo63's blog - Typepad

As the title of my blog indicates, I normally focus on game based learning in the classroom. Two things happened recently, however, that made me think a quick turn to traditional gaming with the family would be appropriate.

I have a list below of some of our favorite board or card games that could be used for home school families or just as a good mental workout during summer vacation.

I first felt the need for this when I stopped in a Toys R Us a couple weeks ago to see what they have for games. I couldn?t believe the mass market has still not been impacted by the wealth of amazing new games coming from Europe and through other hobby channels here in the U.S.

And then this past weekend my son wanted to play War of the Ring. I would never suggest this title to a family that is just learning about new games. It is a long, hard battle based in the world of Tolkien?s Lord of the Rings books. It has a ton of pieces, cards with paragraphs of text and 21 pages of rules, so we only tackle this in the summer. I was impressed that my son (12 years old) can handle the patience and thinking required. He was raised playing games with the family, so even though he loves computer games, he is able to appreciate a slower, thoughtful exchange with plastic and cardboard as well.

I?m not an expert on related research, but I have played enough games with other children in the neighborhood or relatives when they visit. Though they are comparable in age to my own kids, there?s a considerable difference in what they will sit through. Of course there is much that they will not learn just from playing games like those below. But waiting one?s turn, winning or losing gracefully, remembering rules and working toward a goal are skills that have value well beyond the game table.

So here is a list some of the games we have enjoyed over the years. In gamer circles, my collection is quite dated and others would suggest more newer titles. ?In researching any of these, though, it will be easy to find recommendations for other great games that might better suit your interests. If nothing else, the Boardgame Geek website will be of great interest to any would be gamer who has not yet discovered it. I will link to the entry for each game I mention below.

Settlers of Catan - This is the one that started it all for many of us in the hobby. If you haven?t heard of it, I?ll bet all these other games will be new to you as well.
Lost Cities Board Game - My son loves this one and usually wins. It plays quickly, it?s simple and provides many fun options each turn.
For Sale - I love auction games and when the kids were younger this was the first they could learn and enjoy.
Ricochet Robot - This is an odd one because people either love it or hate it. Those who like it can play for hours on end if the group is fairly matched.
Through the Desert - Much more fun than you?d expect from a game about putting camels in hexes. Simple rules make room for a lot of strategy.
Say Anything - This has been my family?s favorite party game for the past year or so. You might have seen this one since it does show up in some of the larger toy or book stores.
King for a Day - You won?t find this one in a store. I made this one and you can read more about it in this review. ?(It's also worth mentioning that my family helps me playtest all the new games I make.)
Zendo - This is actually just one of many games you can play with Icehouse pyramids. It is a great game based on inductive reasoning.
Hey, That?s My Fish - Another simple game on a hex board, but this time the hexes vanish as the ice floe shrinks.
Forbidden Island - This is a cooperative game, so everyone wins or loses together. It?s a quick ride that generates a lot of excitement.

Audi's race to dominate luxury market hits speed bump

Audi's S5 coupe is critical to the automaker's ambitious growth plans.

?The smell of smoke is readily apparent, though it takes a second to realize it?s from the nearby wildfires and not from the tires of the new Audi S5 as it goes screeching through a tight, winding Colorado mountain pass.

The German automaker recently gave a handful of American journalists the chance to test its latest products, including the S5 coupe and smaller S4 sedan and the new all-road crossover, vehicles critical to Audi?s ambitious growth plans. But as solidly planted as the two sporty offerings might be, there are some clear bumps in the road ahead for Audi.

In an unexpected announcement, Audi AG CEO Rupert Stadler said this week that the automaker is pushing back by a full five years its goal of becoming the world?s largest premium auto manufacturer. He told the German publication Sueddeutsche Zeitung that is not likely to happen until 2020.

?The road is getting bumpier,? Stadler said, while stressing that the automaker?s goal is to ?seize and secure the top position.?

When Stadler announced his plans a few years back, it came as little surprise to Europeans, who have seen the Volkswagen AG subsidiary steadily gain ground ? recently overtaking rivals like BMW and Mercedes-Benz in a number of key markets.

But it?s a shock to many Americans because the brand has long operated in the shadows of those rivals, as well as being overshadowed by Lexus, Toyota?s high-end marque that was, until last year, the consistent U.S. luxury sales leader.

?In Europe, Audi has been strong for years,? said brand marketing manager Loren Angelo during the recent Colorado product preview. ?But, here in the U.S., it was a very different situation.?

Audi was a fast-rising upstart back in the mid-1980s, breaking out from the staid, upscale mainstream with distinctively styled products like the 5000 sedan.? But the manufacturer got caught up in a safety-related scandal that all but destroyed the brand when the 5000 was alleged to have suffered from unintended acceleration problems similar to those recently plaguing Toyota and Lexus products.

As with Toyota, a federal investigation eventually cleared Audi ? putting most of the blame on driver error ? but the German import lost most of its momentum, and by 1992 sales had tumbled more than 80 percent, leading parent VW to seriously consider pulling Audi out of the American market.?

In the end, the company decided to tough it out, but it would be nearly two decades before Audi regained that lost momentum. Questions of survival were raised again in the middle of the last decade when Audi of America entered what Angelo described as a ?period of stagnation.?

VW nudged things back into gear by giving Audi more autonomy ? it now operates as an almost independent company ? though it continues to share some engineering resources as well as many underlying components with Volkswagen and other VW Group brands.

The strategy paid off. A flood of new products, including the R8 supercar, clicked with consumers, and Audi sales took off? in a way they hadn?t since the early days of the old 5000 sedan. Ironically, it was one of the more resilient luxury brands during the recent recession.

It ended 2011 with record U.S. sales of 117,561 and has since set new records every month. Last year, the brand reached a 10 percent share of the American luxury market. The goal, according to Angelo, is to reach 11 percent for 2012? And for the moment, the U.S. subsidiary is still targeting a near-doubling of sales, to at least 200,000 a year, by 2018.

To get there, Audi recently announced that it will finally move ahead with long-debated plans to open a North American assembly line. The facility, which will open in Mexico by 2016, will help offset the exchange rate penalty Audi now faces importing products produced in the eurozone. The new plant will serve a variety of markets, however, addressing another serious challenge to Audi?s broader global growth plans.

?I wasn?t surprised? to hear CEO Stadler delay Audi?s plan to become No. 1 in the luxury segment, said analyst Dave Sullivan, of AutoPacific, Inc. ?A lot of that has to do with capacity,? he said, ?the biggest thing that?s holding them back.?

Indeed, dealers in the U.S. and a number of other markets routinely complain about the long waits for some of Audi?s more popular products, such as the A5.

But there are other challenges ahead.? In the U.S., Audi still doesn?t have the level of brand awareness that it needs to generate 200,000 annual sales, company officials admit. However, they?re quick to trot out numbers to show that their brand?s ?purchase consideration? ? a factor measuring how many luxury buyers even look at an Audi ? is rapidly on the rise, from just 42 percent in 2006 to 60 percent last year.

Growth in the American market is certainly important ? perhaps even more significant considering the crisis in Europe that is leading to a Continentwide slide in car sales, both luxury and mainstream. Complicating matters is an unexpected slowdown in the Chinese market, which had been the world?s fastest-growing outlets for luxury vehicles until recently.

Not only has the pace of growth slowed to a crawl but luxury makers ? notably including competitor Mercedes ? have had to offer new incentives and even cut prices on many of their products.

Nonetheless, Sullivan and other analysts believe that Audi remains ahead of the luxury segment curve. It has built a clear reputation for design leadership and has a solid following for its Quattro all-wheel-drive technology.

It continues to struggle to improve quality and customer satisfaction, according to recent surveys. But the general trend is upward. And if Audi can simply maintain that momentum, Stadler and other officials contend, it is well-positioned to upset the luxury segment pecking order ? just a little later than originally planned.

AP NewsBreak: Grand jury probes border death

SAN DIEGO (AP) ? A federal grand jury is investigating the death of an illegal immigrant from Mexico who was shot by U.S. border authorities with a stun gun, suggesting the government is considering criminal charges after more than two years of silence on the politically charged case.

Eugene Iredale, an attorney representing the family of victim Anastasio Hernandez, told The Associated Press on Wednesday that he understood attorneys from the U.S. Justice Department's civil rights division have been presenting evidence to the grand jury.

A person other than Iredale who is close to the Hernandez family said two eyewitnesses to the incident have been called to testify Thursday in San Diego. The person, who spoke directly with the witnesses, requested anonymity because grand jury proceedings are supposed to be secret.

One expected witness is Humberto Navarrete, whose grainy cellphone video at the San Ysidro port of entry captured audio of a man believed to be Hernandez pleading for help and passersby asking that he be left alone, one person said. The other was a companion of Navarrete that night.

Mitchell Rivard, a Justice Department spokesman, said the case remains under investigation and declined further comment.

Hernandez, 42, was shot by agents in May 2010 at the busy border crossing as he was being returned to Tijuana, Mexico. Mexican President Felipe Calderon joined a chorus of critics who complained of excessive force by U.S. Customs and Border Protection officials, none of whom have been publicly identified.

An autopsy by the San Diego County coroner's office found Hernandez died of a heart attack, with a heart condition and methamphetamine use listed as contributing factors. The autopsy said Hernandez was unresponsive shortly after he was shot with a stun gun, apparently three or four times.

The coroner's report, citing a San Diego police detective, said Hernandez was "agitated and confrontational" after he was detained by Border Patrol agents crossing the border illegally and became "suddenly violent" when his handcuffs were removed at the border crossing.

It is unclear if the evidence being presented to the grand jury will lead to criminal charges or who is the target of the investigation. Still, the convening of a grand jury suggests the government is interested in bringing charges.

"When a prosecutor looks at a case, you can decide no crime has been committed, you close the case and move on. That obviously hasn't happened in this case," said Peter Nunez, a former U.S. attorney in San Diego who is not involved in the case. "The fact that there's a grand jury means it has progressed to the next level, if you will."

Nunez cautioned that prosecutors may have determined there wasn't enough evidence to justify charges but sought political cover with a grand jury.

"This case has so much publicity attached to it," he said. "You can see a prosecutor saying, 'There's not enough evidence to justify criminal charges ... I'm going to present the case to the grand jury, with the idea that the grand jury may decide not to indict.' The prosecutors are shielded from criticism to some degree."

The decision to present evidence to a grand jury and potentially charge Customs and Border Protection officials comes at a time when the Justice Department and Attorney General Eric Holder are under intense criticism from Republicans for a botched gun-tracking operation known as Fast and Furious. In that operation, agents of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives in Arizona abandoned the usual practice of intercepting all weapons they believed to be illicitly purchased.

The agents in Fast and Furious lost track of several hundred weapons. In 2010, Border Patrol Agent Brian Terry was killed in a firefight with a group of armed Mexican bandits and two guns traced to the operation were found at the scene.

Navarrete released his cell phone audio to reporters immediately after Hernandez died.

The investigation attracted renewed scrutiny and criticism less than three months ago after another eyewitness video that aired on PBS appeared to show Hernandez being shot while lying on the ground, surrounded by about a dozen agents. Sixteen members of Congress wrote Homeland Security Secretary Janet Napolitano to say Hernandez's death "may be emblematic of broader structural problems."

It is extremely rare for U.S. border authorities to face criminal charges for deaths or injuries to migrants. In April, federal prosecutors said there was insufficient evidence to pursue charges against a Border Patrol agent in the 2010 shooting death of a 15-year-old Mexican in Texas.

Hurricane Emilia packs the biggest punch of 2012 season

Hurricane Emilia has swelled to a Category 4 hurricane, the first major hurricane of this season. Hurricane Emilia, 700 miles southwest of Baja California, is expected to go out to sea.

Within 24 hours of becoming a hurricane, Hurricane Emilia has rapidly strengthened into a major Category 4 storm, making it the strongest storm of the hurricane season so far.

Emilia first formed as a tropical storm on Saturday night, and strengthened into a hurricane early yesterday morning (July 9). It then rapidly gained Category 2 strength on the Saffir-Simpson scale and as of this morning had strengthened further into a Category 4 storm with maximum sustained winds of 140 mph (220 kph).

The hurricane is located 680 miles (1,100 kilometers) south-southwest of the southern tip of Baja California and is heading further out into the ocean, posing no threat to land.

Emilia's strength could fluctuate over the course of the day, according to the latest updated from the U.S. National Hurricane Center in Miami, Fla., but the storm is expected to begin a gradual weakening Tuesday night that will last through Thursday.

Former Hurricane Daniel, now a tropical storm, is also moving westward and is far out over the Pacific Ocean, some 1,400 miles (2,300 km) east of Hilo, Hawaii. Daniel is also expected to weaken further, becoming a tropical depression by Thursday.

Emilia is the fourth hurricane and fifth named storm of the 2012 season in the East Pacific basin and the first major hurricane in either the Pacific or Atlantic.

Four named storms have formed in the Atlantic basin so far this season, with two actually forming before the official June 1 start date to the season. The Atlantic is currently quiet though, and forecasters are not eyeing any weather systems that could turn into tropical cyclones (the blanket term for tropical storms and hurricanes).

Projections for the 2012 Atlantic hurricane season call for a total of nine to 15 named storms, with four to eight of those storms becoming hurricanes.

New York, 5 July 2012 ?The United Nations is proposing an international tax, combined with other innovative financing mechanisms, to raise more than $400 billion annually for development and global challenges such as fighting climate change.

In its annual report on global development, World Economic and Social Survey 2012: In Search of New Development Finance, (WESS 2012) launched today, the UN says, in the midst of difficult financial times, many donor countries have cut back on development assistance. In 2011, for the first time in many years, aid flows declined in real terms.

The survey finds that the financial needs of developing countries have long outstripped the willingness and ability of donors to provide aid. And finding the necessary resources to achieve the Millennium Development Goals and meet other global challenges, such as addressing climate change, will be tough, especially for least developed countries.

The need for additional and more predictable financing has led to a search for new sources ? not as a substitute for aid, but as a complement to it. A number of innovative initiatives have been launched during the past decade, mainly to fund global health programmes aimed at providing immunizations, AIDS and tuberculosis treatments to millions of people in the developing world. The UN survey finds that while these initiatives have successfully used new methods to channel development financing to combat diseases, they have hardly yielded any additional funding on top of traditional development assistance.

?Donor countries have fallen well short of their aid commitments and development assistance declined last year because of budget cuts, increasing the shortfall to $167 billion,? according to the lead author of the survey, Rob Vos. ?Although donors must meet their commitments, it is time to look for other ways to find resources to finance development needs and address growing global challenges, such as combating climate change.?

?We are suggesting various ways to tap resources through international mechanisms, such as coordinated taxes on carbon emissions, air traffic, and financial and currency transactions,? Mr. Vos said. ?Such taxes also make economic sense, as they help stimulate green growth and mitigate financial market instability. In short, such new financing mechanisms will help donor countries overcome their record of broken promises to their own benefit the world at large.?

Realizing the potential

The WESS finds the scope for scaling up or replicating existing initiatives is too limited to meet the needs for development financing in the coming decades.? Hence, new sources will need to be tapped. Experts who carried out the survey see potential to raise over $400 billion per year through the following mechanisms:

• a tax on carbon dioxide emissions in developed countries: a tax of $25 per tonne would raise an estimated $250 billion per year, collected by national authorities, but earmarked for international cooperation;
• a tiny currency transaction tax of one half of a ?basis point? (0.005 per cent) on all trading in four major currencies (the dollar, euro, yen and pound sterling), which could yield an estimated $40 billion per year for international cooperation;
  • earmarking a portion of the proposed European Union financial transaction tax (which is expected to raise up to ?55 billion or $71 billion per year) for international cooperation;
  • regular allocations of IMF special drawing rights (SDRs) and use of ?idle? SDRs could yield about $100 billion per year for the purchase of long-term assets which would then be used as development finance.

The survey says such mechanisms are technically feasible and economically sensible. They could readily provide the means of meeting urgent global development financing needs. Vos said that ?realizing the potential of these mechanisms will require international agreement and corresponding political will, both to tap sources as well as to ensure allocation of revenues for development.?

The survey also suggests other options which could be explored but would require further technical elaboration, such as a billionaire?s tax, which would consist of a small tax of, say, 1 per cent on individual wealth holdings of $1 billion or more with the revenue destined to finance internationally agreed global development purposes.

?The survey provides important suggestions to generate solid financial underpinnings for? the actions to be undertaken in follow up to the agreement reached at the recent United Nations Rio+20 Conference to achieve global sustainable development,? according to Sha Zukang, Under-Secretary-General of the UN Department of Economic and Social Affairs.

The survey points out that the design of appropriate governance and allocation mechanisms is crucial for innovative financing to ultimately meet development needs and contribute to financing the post-2015 development agenda.

The beginnings of innovative development finance ? health as a testing ground

In recent years, a number of mechanisms have been developed under the rubric of innovative development finance, mostly in the field of health. These include the International Finance Facility for Immunization, Advance Market Commitments for pneumococcal vaccine, the Affordable Medicines Facility ? malaria, Debt2Health and Product Red.

The social survey confirms that these mechanisms have improved aid effectiveness and incentivized research; contributed significantly to the financing of the Global Fund to Fight AIDS, Tuberculosis and Malaria and especially UNITAID and GAVI; and they have contributed to fighting AIDS, tuberculosis, malaria and vaccine-preventable diseases.

However, the survey also finds that the funds channeled through these programmes have mainly come from existing aid budgets, rather than generating additional resources. Overall, a total of $5.8 billion has been channeled through these innovative mechanisms since 2006, but only a few hundred million dollars can be counted as additional to existing aid.

To date, innovative financing resources in the field of health have generally been allocated for vaccines and pharmaceutical products to fight specific diseases, such as HIV, tuberculosis and malaria. This has brought important benefits to specific areas of disease control. The WESS warns, however, that in some cases these global funds have bypassed broader national health priorities in developing countries and contributed to the fragmentation of international support to health systems in low-income countries. The survey concludes that instead of an array of disease-specific funds, it would be better to focus on finding new resources for more general budget support for health systems in developing countries in need and to consolidate the existing? disease-specific disbursement mechanisms into a single ?global fund for health?.

Climate financing mechanisms

The potential for innovative development finance is particularly high in the area of fighting climate change, according to the survey. Innovative development finance mechanisms have raised about $1 billion for climate change, although disbursements have, so far, been relatively limited. Innovative financing for climate change has the potential to increase substantially in the coming years, as the European Union shifts to auctioning emissions allocations, potentially generating some $20-35 billion in annual revenues. However, with the exception of Germany, European Union members have, so far, been unwilling to commit to allocating a specified proportion of these revenues to international programmes, in part due to domestic financial pressures. Nonetheless, $3-5 billion per year could be raised if other countries were to match Germany?s commitment.

Increasing finance for climate change-related uses in recent years has given rise to a proliferation of separate climate funds, with limited coordination among them. The WESS says it is important to avoid further fragmentation as traditional and innovative financing increase. As in the case of health, a more effective approach would be to consolidate disbursement mechanisms. The survey concludes that the international agreement to establish the Green Climate Fund could serve as the starting point for such a consolidation.
